These are the best and easiest tools to create dlclist.xml files. They are open source. You don't need to worry about malware, viruses, and trojans buried in an exe file. Similarly, you really don't want to use a poorly designed OIV installer that can damage your installation and can't be uninstalled.

Which tool to download?

If you are a beginner, or just plain happy with the standard dlcpacks folder, the one in your Mods\Update\x64 folder, then install the Standard Version.

If you are a more advanced user try the Advanced Version which by default places your addons in a DLC folder as a subfolder of your GTA V folder. 

Please note that the advanced version will not work with cracked or pirated game versions.

How to install and use?

Complete installations are included in each package. Hint: you need to place the .bat file and the vanilla.xml files together in the folder containing your addons - the ones containing the files called dlc.rpf.
